BUDGET COMNITTEE ORDINANCE

Section 1.    Establishment.

pursuant to 30-A M.R.S.A. Section 3001, a Budget Committee is hereby
established for the Town of Paris, Maine.

Section 2.    composition; appointment; qualifications; terms; vacancies.

The Committee shall consist of 19 members of whom 5 shall be the
municipal officers, and 14 shall be appointed by the municipal
officers and shall be registered voters of the Town. The municipal
officers nay appoint up to 3 alternate members who nay participate in
Committee discussions, but may not vote unless designated by the
Chairman to fill the place of at’ absent member. No other official or
employee of the Town may be a member. Members and alternate members
shall serve terms of 3 years, except that they shall continue in
office until their successors are appointed. (For transition purposes,
the initial terms shall be staggered so that as nearly an equal number
of terms shall expire annually.) If a member misses two meetings
without notifying the Chairman of his or her pending absence, the
Chairman shall report the fact to the Municipal Officers who may
declare the position vacant. vacancies shall be filled by appointment
of the municipal officers for the unexpired term.

Section 3.    officers; meetings; quorum; procedure.

The Committee shall annually elect a Chairman and a Secretary from
among its members. The Chairman shall call meetings as necessary or
when so requested by a majority of members or the municipal officers.
A quorum necessary to conduct busin~ss shalt consist of at least a
majority of members. The Chairman shall preside at all meetings. If
the Chairman is absent and a quorum of the members is present, they
nay elect a Chairman Pro-Ten to preside over that meeting. The
Secretary shall maintain a record of all proceedings including all
correspondence of the Committee. All meetings and records shall be
subject to the Maine Freedom of Access Act, 1 M.R.S.A. Sections
401-410. The Committee may adopt rules of procedure not inconsistent
with this ordinance.

Section 4.    subcommittees.

The Committee shall be divided into five subcommittees which shall
review individual departmental budgets and make

recommendations to the Committee. The Committee shall determine the
membership and focus of each subcommittee. Each subcommittee shall
operate with officers and procedures consistent with those outlined in
Section 3 of this ordinance.

Section 5.    Powers and duties; authority; recommendations; official
cooperation.

The Committee shall have the following powers and duties:

A.    To review and make recommendations on the annual operating budget
as proposed by the town manager;

B.    To review and make recommendations on annual capital expenditures
as proposed by the town manager;

C.    To review and make recommendations on supplemental appropriations
and expenditures and other budgetary action whenever proposed by the
town manager;

IL    To make such other recommendations on fiscal matters as it may from
time to time deem advisable.

The Committee’s authority shall be advisory only. Any recommendation
on a matter requiring town meeting action shall be printed with the
article in the warrant and on the ballot, if any, along with such
other recommendations as may be included by the municipal officers or
required by law. The town manager shall cooperate with and provide the
Committee with such information as may be reasonably necessary and
available to enable it to carry out its functions under this
ordinance.

Section 6. Severability.

If any portion of this ordinance shall be declared invalid, it shall
not affect any other portions of this ordinance.

Section 7.    Repeal of Existing Ordinances.

Upon adoption of this ordinance all other previously enacted
ordinances and bylaws regarding the formation and composition of a
budget committee are hereby repealed.
